India's ONGC Mittal Energy Ltd (OMEL), a joint venture between ONGC Videsh Ltd (OVL) and Mittal Investments Sarl, has received a regulatory go-ahead from Nigerian National Petroleum Corporation (NNPC)) to establish 180,000 bpd downstream refinery in the West African nation.
