State oil company Pemex's new refinery would require construction of a 400 km, US$565 mln multipurpose pipeline running to the city of San Luis Potosí. Another US$6 mln would be needed for an oil pipeeline, US$500,000 for a gas interconnection and US$15 mln for a dock.
