Russia's largest independent crude producer - LUKoil, plans to invest US$3 bln in an ethylene and derivatives plant in South Russia's Stavropol Territory. Feedstock for the project could be sourced frrom hydrocarbons extracted in the northern part of the Caspian Sea.
