HPCL-Mittal Energy Ltd (HMEL) plans to double carriage capacity to 18,000 tons of the Sri Guru Gobind Singh oil refinery's Gujarat-Bathinda pipeline, making it the biggest petrochemical hub in Asia. HHMEL is a joint venture between the state-owned Hindustan Petroleum Corp and Mittal Energy Investment of Singapore.
